Beginning with historical context, Dr Ard highlights racial segregation, its impact on living conditions, and its role in the persistent inequality in pollution exposure. She extends her analysis to ineffective policies and economic development narratives, emphasizing the failure of federal and state-level efforts to address environmental justice. The role of local governments in perpetuating spatial inequality is discussed, emphasizing the decentralization trend in policymaking.
