Faculty members Dr. Joseph Chan and Dr. Steven Quiring have received a $1.03 million award from the National Oceanic and Atmospheric Administration (NOAA) to support new research aimed at improving subseasonal-to-seasonal (S2S) weather forecasting.

The three-year project, “Will Improving Land States Benefit S2S Forecasts? Novel Assessments Using Realistic Land State Uncertainties and Strongly-Coupled Land-Atmosphere All-Sky Satellite Infrared Radiance Data Assimilation,” runs from August 2026 through July 2029. 

Joseph serves as Lead Principal Investigator and Steven as Co-Principal Investigator.

Joseph and Steven will examine how uncertainties in land-surface initial conditions affect S2S forecasts and investigate a new approach that combines land and atmospheric information with all-sky geostationary satellite infrared observations. 

The project brings Joseph and Steven into collaboration with colleagues at the Environmental Modeling Center at the National Centers for Environmental Prediction/National Weather Service and NOAA’s Physical Sciences Laboratory.
